Why Some Highways Aren't Just Highways

Some transportation corridors carry a strategic weight that conventional highway planning was never built to recognize. They support domestic energy production, critical mineral development, national defense, Arctic operations, and emergency response — missions no traffic count or pavement rating can capture.

Alaska's Dalton Highway is the only year-round overland connection between Interior Alaska and the North Slope — a gravel road built over discontinuous, warming permafrost, maintained under funding and scheduling assumptions designed for an entirely different kind of road. It serves as the working example throughout this Initiative.
